A special meeting of the Board of Education of the Camanche Community School District for goal setting was held on October 25, 2016 at 5:30 p.m. in the Board Room of the Administration Building. The meeting was called to order by Vice President Weber. The attendance was recorded as follows: Tia Nauman, Brad Weber, Jean Morgan, Peg Wolf, Stacy Kinkaid, and Todd Gravert. Director Mike Dunn was absent.

Also in attendance were Superintendent Tom Parker, Principals Justin Shaffer and Aimee Dohse, and John Rohlf from the Clinton Herald.

Superintendent Parker had opening comments.

The Board reviewed the District’s Mission Statement, Vision, and Beliefs. The Board expressed interest in having the School Improvement and Advisory Committee review the Mission Statement to receive their input to determine if any updates might be needed.

Each building principal reported on student achievement trends for their individual buildings.

Superintendent Parker reviewed the components of the District’s Comprehensive School Improvement Plan; specifically the key parts which include Professional Learning Communities (PLC), Multi-Tiered System of Support (MTSS), and the Iowa Core Curriculum.

Superintendent Parker reviewed with the Board the district’s second year of implementing the Teacher Leadership and Compensation Program for the current 2017-2018 school year.

President Dunn entered the meeting at 7:44 p.m.

The Board was reminded how important it is to have student learning goals drive financial goals. Superintendent Parker presented and reviewed the following financial topics for the Board: enrollment trends; unspent balance history; levy rate history and school levy rates in Clinton County.

The Board took a recess from 7:51 until 8:02 p.m.

The Board reviewed the district’s Parameters for Setting Goals.

The Board reviewed and revised their Long-Range (3-5 year) Goals, their Short-Range (2017-2018) Goals, and their Belief Statements. These goals and statements will be presented at the regular Board meeting on November 20, 2017 for formal Board approval.

The meeting was adjourned at 9:00 p.m.

RESOLUTION #2017-253

WHEREAS, the City of Clinton by its Resolution #2017-392 has requested assignment of County tax sale certificate #13-0509 for parcel 80-49730000 located at 400 N. 3rd St,, Clinton. Further, it is in the best interest of the City and County to assign tax sale certificate #13-0509 to the City of Clinton, Iowa.

THEREFORE BE IT RESOLVED by the Clinton County Board of Supervisors that tax sale certificate #13-0509 shall be assigned to the City of Clinton, Iowa, and the Chairperson shall be authorized to sign the assignment of certificate on behalf of the Board of Supervisors.

THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa, accept the resignation of Byron Bielenberg effective November 6, 2017;

BE IT FURTHER RESOLVED that the County Auditor be and is hereby authorized to stop payment of bi-weekly paychecks on the Clinton County Justice Coordinating Commission Fund to Byron Bielenberg.

WHEREAS, Clinton County Justice Coordinating Commission Coordinator Margaret Kuhl has conducted employment interviews and has made a recommendation to hire; now

THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa, that Harry John Goddard be appointed as temporary part-time employee as Clinton County shuttle bus operator at the rate of $10.00 per hour, effective November 13, 2017;

BE IT FURTHER RESOLVED that the County Auditor be and is hereby authorized to issue bi-weekly paychecks on the Clinton County Justice Coordinating Commission Fund in payment of salary without further order of this Board.

WHEREAS, the change order detail is listed below: Detterman Excavating $24,337.00

THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa, that the change order to Detterman Excavating for the amount of $24,337.00 be accepted and that the Chairperson of the Board is authorized to sign the appropriate contract.

WHEREAS, the following bids were received before the deadline: AEJ Enterprises LLC (dba J & L Enterprises LLC)

THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa, that the bid be awarded to AEJ Enterprises LLC based upon the recommendation of the Building Maintenance Manager;

BE IT FURTHER RESOLVED that the Chairperson of the Board of Supervisors be authorized to execute said agreement on behalf of Clinton County, Iowa.

GENERAL PUBLIC



DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES

County Auditor Eric Van Lancker reminded the Board of Supervisors of its schedule of meetings in the next week to canvass votes for the City Elections.



Supervisor Determann said a letter of support for a Brownsfield application through ECIA is needed before Nov. 8th. Motion was made by Supervisor Determann to authorize the Chairperson to sign the letter of support.

Corey Johnson reminded the Board of Supervisors that the maintenance crew will be assisting the Auditor’s Office with Election Day duties.

Hamerlinck said there is a mayor’s meeting scheduled for Thursday in Lost Nation. He said the County Engineer will meet with them about Federal roads funding swap. Hamerlinck said he will attend the Solid Waste Commission meeting to discuss changes to the 28E agreement. Determann said he would attend the mayor’s meeting.

CCJCC Coordinator Margaret Kuhl said the CCJCC strategic planning session is on November 16 at the CCC Technology Center.



DISCUSSION WITH
POSSIBLE ACTION

Law Enforcement Center (Jail) project update: Curt Schleicher, Samuels Group, reviewed the project progress. He said footings and foundation will be complete this week and they hope to start pouring in the next couple of weeks. Schleicher said jail cells are expected to be delivered Dec. 11 and he mentioned they will try to move that date into November. He said they are shooting to be under a roof by the first part of January. Johnson added that half of Sixth Avenue North has been closed to accommodate the next phase of construction.



Des Moines Lobbyist Agreement Review: Determann said the annual contract is ready to be renewed. He said those on the committee thought the arrangement went well. He said the hotel/motel tax will be a major discussion again and they want to watch the backfill situation to the City and County. Srp said they are basically looking at bringing back the same list as last year. Srp said it has to be determined if the value is there or if the County priorities need to be updated. Hamerlinck said he again won’t support the lobbyist contract as there is already representation through other memberships in which the County is involved. He doesn’t believe the value is there. Determann said the relationship should be given three years to form the collaboration. Srp believes there was good value in the contract through coordinating meetings and setting up contacts. Srp said he met with the lobbyists in Des Moines on four different occasions last legislative session and they were helpful.



Motion was made by Supervisor Srp to renew the 28E agreement for the Des Moines lobbyist agreement.

Fiscal Year 2019 budget planning: Hamerlinck said he would like the budget process to begin earlier this year. He suggested the Board of Supervisors start with a budget meeting on November 28. Van Lancker explained various reasons why the earlier session would be beneficial to the County. It was generally agreed to meet November 28 at 1 p.m.



Board of Supervisors County Compensation Board appointment: The Board has traditionally appointed Danny Nielsen and John Peavey to the Compensation Board.



Motion was made by Supervisor Srp to reappoint Nielsen and Peavy as the Board appointments. Determann requested the action be delayed so he could speak with the potential appointees. Srp and Hamerlinck said they have a great deal of confidence in those appointees. Srp withdrew his motion and asked it to be rescheduled for next week.
