Notice is hereby given that on February 27, 2018 at 9:00 A.M., Central Time (or at such other time as such meeting may be adjourned and reconvened), at the County Commission Chambers in the St. Clair County Courthouse located at 1815 Cogswell Ave, Pell City, AL 35125, the County Commission for St. Clair County, Alabama (the “County”) will hold a meeting, which will constitute a public meeting, to consider, discuss, vote upon, and take other action authorizing and approving a Economic Development Agreement (the “Development Agreement”) between the County, the City of Springville, Alabama (the “City”) and Don Huey (“Huey”), under which Huey will transfer real property (the “Property”) within the corporate limits of the County to the Alabama Trust Fund for the State of Alabama (the “ALT”) to be used as a Forever Wild Recreation Area and Nature Preserve (a “Forever Wild Park”) and the County will assist in the form of a one-time payment of $150,000 to Trustmark Bank (the lender which has provided him the loan for the purchase of the Property) for the benefit of Huey for the purpose of promoting the economic / commercial development of the County. The County will take public comment at the aforementioned meeting.

The County believes that the Forever Wild Park together with the provision of its assistance will have at least the following public benefits: enhancing the public benefit and welfare of the citizens of the County; creating jobs for residents of the County; increasing the tax revenues in and around the County; promoting the location, relocation, expansion and retention of commercial enterprises in the County inuring to the economic health of the County, and; improving the quality of life for citizens in and around the County City. Further, the County will seek to determine at the public meeting whether the expenditure of public funds as described in this notice serves a valid and sufficient public purpose, notwithstanding any incidental benefit accruing to any private individual, entity or entities

A draft of the Development Agreement may be inspected at the office of the County Administrator at the County Administrative Center located at 165 Fifth Avenue, Suite 100, Ashville, AL 35953, during regular business hours prior to the scheduled meeting. All members of the public are invited to attend the meeting. The public hearing will provide an opportunity for all interested members of the public to submit comments. Those unable to attend are encouraged to submit their written opinions to the County Administrator prior to the scheduled meeting.

Notice of this public meeting is being published pursuant to the requirements of Section 94.01 of the Constitution of Alabama of 1901 (also known as Amendment 772 to the Alabama Constitution of 1901), as amended, and all other applicable laws, to the extent applicable.
